Bitcoin ATM Cebu: how to buy crypto in Cebu City without one

The Queen City of the South has thousands of pawnshops and e-wallet outlets but no verified crypto ATM and no licensed crypto counter. Here is what actually works, from IT Park to Mactan.

There is no verified Bitcoin ATM in Cebu, and no licensed crypto counter inside Cebu City either. To buy crypto in Cebu today, you top up a licensed app such as Coins.ph at an M Lhuillier or Cebuana branch for ₱25, load GCash or Maya at any outlet, or send pesos from your bank by InstaPay, then buy in the app. Cashing out works the same way in reverse.

That answer surprises people. Cebu City is the country’s second great business centre, with 965,332 residents in the 2024 census, a skyline of BPO towers around IT Park and an international airport across the channel on Mactan. You would expect a crypto machine in Ayala Center or a walk-in desk in the Cebu Business Park. We looked for both and found neither. This guide explains why, and lays out the routes Cebuanos actually use, with real fees and limits checked on the providers’ own pages in September 2026.

Is there a Bitcoin ATM in Cebu?

Short version: no, not one we could confirm. Search “bitcoin ATM Cebu” and you will find map listings labelled “Cebu City”. When we traced them, the main one pointed to ACM GoVIP JJMS Bills Payment on the National Highway in Yati, Liloan. Liloan is a separate town roughly 15 km north of the city, and the listing is a staffed Moneybees “teller”, a person behind a bills-payment counter, not a vending machine. Aggregator sites often mix the two, which is how a teller in a neighbouring town ends up looking like a Cebu City ATM.

The wider picture explains the rest. Only three crypto machines were ever documented in the whole country: a one-way unit in Legaspi Village in 2014, a two-way machine at Sunette Tower in Poblacion, Makati from 2015, and UnionBank’s customers-only machine in 2019. All were in Metro Manila, and no operator has confirmed that any of them still works. Since September 2022 the Bangko Sentral ng Pilipinas has not issued new virtual asset service provider (VASP) licences, and in 2025 it made that freeze indefinite. Anyone who wanted to install a machine in SM Seaside or at the airport would have to do it through one of the few firms already on the BSP’s VASP list, and none of them has announced one. There is also a simpler economic reason. Cebu has cheap cash rails everywhere. A crypto ATM that charged the 10% or so seen on the Makati machine in 2020 would lose to a ₱25 pawnshop cash-in every single time.

The Cebu crypto market gap, in plain numbers

We call Cebu a market gap because the demand is obvious and the licensed physical supply is close to zero. On the demand side you have a large IT-BPM workforce in the Cebu IT Park in Lahug and the Cebu Business Park, a large community of freelancers who invoice foreign clients and are often paid in USDT or USDC, OFW families receiving money from abroad, and a steady flow of tourists and digital nomads landing at Mactan–Cebu International Airport in Lapu-Lapu City. Search data backs this up: Cebu is the only city outside Metro Manila where we saw real autocomplete demand for phrases like “cebu crypto exchange”, “btc cebu” and “moneybees cebu”.

On the supply side, the picture is thin:

  • No licensed crypto office. All nine firms on the BSP list (as of 15 July 2026) have their registered addresses in Metro Manila: BGC, Ortigas, Makati, Mandaluyong, Intramuros and Bridgetowne. We found no licensed OTC desk in Cebu.
  • No Moneybees counter in the city. The Moneybees outlets page lists 31 locations nationwide when we checked on 28 September 2026. Exactly one is in Cebu province, the Liloan counter mentioned above.
  • Huge cash networks. M Lhuillier, which lists its head office on B. Benedicto St. in North Reclamation, Cebu City, runs more than 2,500 branches. Cebuana Lhuillier reports more than 3,500. Add Palawan Pawnshop, 7-Eleven stores and GCash partner outlets, and cash is never far away.

So the gap is not about cash. It is about the last step between cash and crypto, and in Cebu that step happens on your phone rather than at a counter.

Four ways to buy crypto in Cebu City today

Each route below uses a licensed Philippine platform, or in the last case a counter run by one. Pick by where your money is right now.

Route 1: cash at a pawnshop, then buy on Coins.ph

This is the route we would give a Cebuano friend who has cash in hand and no bank account. Open Coins.ph, choose Cash In, pick the remittance centre, enter the amount and note the reference. At the branch counter you pay the amount plus a ₱25 fixed fee. M Lhuillier, Cebuana Lhuillier and Villarica accept up to ₱50,000 per transaction, Palawan and Pera Hub up to ₱20,000. The pesos usually appear within 10 minutes, and from there you can buy Bitcoin, USDT or ETH from ₱60.

A worked example: you want ₱5,000 of Bitcoin. At any M Lhuillier branch in the city you hand over ₱5,025. Ten minutes later you have ₱5,000 in Coins.ph. On the Spot screen the base taker fee is 0.15%, about ₱7.50; on the simpler Convert screen you pay no stated fee but a wider spread. Either way, your all-in cost stays well under 1%, which no ATM in the country ever matched.

Route 2: GCash or Maya first

If you already use GCash for load and bills, you can buy crypto without leaving the app. Cash in at any partner outlet, then open GCrypto inside GInvest. Maya works the same way and lets you start with just ₱1, with cash-in points at 7-Eleven, SM and Robinsons supermarkets, Mercury Drug, pawnshops and kiosks. Both e-wallets advertise no trading fees and earn through the spread instead, so compare the buy and sell prices before a larger purchase. Route 3: InstaPay from payroll

Most IT Park and Cebu Business Park employees are paid into a bank account, which makes this the cheapest route of all. Send pesos from your bank app to Coins.ph or PDAX by InstaPay (instant, capped at ₱50,000 per transfer) or PESONet (no scheme cap, settles in batches). Coins.ph charges nothing on its side. For a monthly ₱10,000 savings habit, this is the route with the lowest friction.

Route 4: the drive to Liloan

For cash amounts above what a pawnshop cash-in comfortably handles, the Moneybees counter in Liloan is the only licensed face-to-face option we found in Cebu. Moneybees is itself on the BSP VASP list. You pay pesos at the counter and the crypto goes straight to your wallet; with a KYC form and one government ID the daily limit is ₱200,000, and proof of address lifts it to ₱1,000,000. Moneybees says it charges “no fees”, which means the margin is inside its quoted rate, so ask for the rate before you pay. Bring your own wallet address and double-check the network.

Verify your account before you need it

A Basic Coins.ph account can cash in up to ₱10,000 a day but cannot cash out or send crypto at all. Identity verification with an ID and selfie raises both limits to ₱1,000,000 a day. Do this at home in Talamban or Banilad, not while standing at a pawnshop counter.

How to sell crypto and cash out in Cebu

Selling crypto in Cebu is where the details matter, because per-transaction caps at pawnshops are lower than most people expect. The pattern is always the same: sell crypto for pesos inside a licensed app, then move the pesos out. From Coins.ph, the cheapest exits are InstaPay to your bank for ₱5 or PESONet for free. If you want physical cash, the app’s remittance-centre cash-out costs ₱105 for ₱10,000 or less and 1.6% above that, and the person picking up needs two valid IDs.

Here is how that plays out. Say you sell ₱40,000 of USDT. A single M Lhuillier pickup covers it, with a fee of 1.6%, or ₱640. With Cebuana you would need two transactions because of the ₱29,000 cap. Send the same ₱40,000 to your bank by InstaPay and you pay ₱5, then withdraw from any bank ATM in the city. Unless you truly need cash in hand today, the bank route saves you real money. GCash is another option: send pesos to your GCash wallet and withdraw at a partner outlet or a BancNet ATM with a GCash card, though third-party guides report an outlet cash-out fee of around 2%. For IT Park freelancers and BPO workers paid in USDT

A big part of Cebu’s crypto activity is not speculation at all. It is designers, developers, virtual assistants and customer-support contractors who get paid by clients abroad in USDT, then convert to pesos for rent in Lahug or tuition in Talamban. If that is you, the key facts are these. First, choose a Philippine app that supports the same network your client pays on; Coins.ph and GCrypto both support USDT on several networks, and sending on the wrong one can lose the funds. Second, always send a small test amount first. Third, sell on a real order book rather than a quick-convert screen when amounts get bigger. When we checked the Coins.ph USDT/PHP market on 28 September 2026, the gap between the best buy and sell orders was one centavo on a price of about ₱62.50, far tighter than any informal deal. Keep a simple spreadsheet of each payment: date, amount in USDT, peso value when you sold, and fees. The BIR has not issued crypto-specific rules, but freelance income is still income. The crypto tax guide explains what records help.

Tourists and digital nomads on Mactan

Visitors arriving at Mactan–Cebu International Airport with crypto and no pesos face the hardest version of the Cebu gap. Philippine apps are built for residents: they ask for a government ID and a selfie, and each one sets its own rules for foreign passports, which we have not been able to verify across the board. Before your trip, check in the app itself whether your passport and visa type are accepted. The Liloan counter is a long ride from the Mactan resorts, so it is rarely practical for a short stay.

For many visitors the easiest move is to spend a card and keep their crypto untouched, or to sell crypto on the exchange they already use at home and withdraw in pesos from an ATM. If you need a global account that accepts cards, CEX.IO is one option: it has operated since 2013, is registered with FinCEN in the US and with the Bank of Spain, and supports Visa and Mastercard. It is not licensed by the BSP and has no peso, GCash or InstaPay rails, so it will not solve a cash-out in Cebu on its own.

What we would not do is arrange a face-to-face swap with a stranger in a hotel lobby in Lapu-Lapu. In July 2026 police in Pasay arrested a “buyer” who had received 60,000 USDT at an in-person meeting, claimed it never arrived and then demanded extra fees. The same script works anywhere.

Staying safe: P2P groups and fake “Cebu crypto exchange” pages

Because there is no local counter, Cebu Facebook and Telegram groups fill the gap with peer-to-peer offers. Some are honest; many are not. The bigger P2P marketplaces Filipinos used either shut down (Paxful closed in November 2025) or run on exchanges the SEC has flagged, such as Binance, Bybit and OKX. We do not recommend any of them. The main risks are fake payment screenshots, “triangle” fraud where your incoming GCash is stolen money, and frozen accounts: under the anti-scam law RA 12010, banks and e-wallets may hold disputed funds for up to 30 days. Be equally careful with websites and pages claiming to be a “Cebu crypto exchange” with an office in IT Park. Check the name against the BSP list and our licensed exchanges list. If it is not there, it is not licensed to swap your pesos for crypto, whatever its Facebook page says.

What could change in Cebu

Two things would close the gap. One is a licensed firm extending its counter network south: in 2024 Moneybees announced crypto services at 97 Tambunting pawnshop branches, and we have not been able to review that full branch list, so a Cebu branch is possible but unconfirmed. The other is a licensed app or bank adding physical cash points, as GoTyme has done with Robinsons stores for deposits. Until then, Cebu remains an app-first city.
