TopWallet review: licensed on paper, light on public detail

Our TopWallet review in short: TopWallet, run by TopJuan Technologies Corporation, is a BSP-registered e-wallet and virtual asset service provider with bills, QR Ph and cash-in networks, but we could not verify its crypto coins, fees or limits, and its public track record is small. It scores 6.2/10 with us, and the gap is information, not a red flag.

TopWallet is one of the least documented platforms in our ranking. Its website gave our reader almost nothing beyond the name, so what follows comes from the BSP’s own list, an App Store listing, and two reports by the crypto news site BitPinas from June 2025, all read on 29 September 2026. We did not open an account or move money. Where a fact is a company claim, we say so. Verdict: real licence, unknown crypto product

The licence half of the story is solid. TopJuan is on the BSP’s VASP list, and that is not easy to obtain: the BSP has frozen new VASP licences indefinitely since September 2025. The product half is murky. The App Store description that we read for TopWallet lists fund transfers, remittance, mobile and gaming load, bills payments, savings and loans, online shopping and digital payments. It does not mention crypto. Press reports say the wallet handles digital assets, and TopJuan’s licence would allow it, but we found no coin list, no trading screen description and no fee table.

That leaves TopWallet as a licensed wallet whose strongest public case is about payments, not crypto. It is not a place we would send a beginner to buy Bitcoin, and we would not rank it above GCash or Maya for that purpose. For readers who want a small, regulated second wallet with bills and QR Ph, it is worth a look, as long as you do your own checks first. Licence and company: what the BSP list shows

We opened the BSP’s VASP list, headed “As of 15 July 2026”. TopJuan Technologies Corporation is the fifth entry under active non-bank VASPs, with an address at Room 411, First Intramuros BF Condominium Corp., Aduana Street, Barangay 655, Intramuros, Manila. That is one of nine entities on the list. BitPinas and TopWallet’s own descriptions add that TopJuan is also a BSP-registered electronic money issuer and remittance provider, which is how the wallet can hold pesos and process payments. We confirmed the VASP entry; the e-money and remittance registrations are company and press statements that we did not check against the BSP’s other lists.

To verify for yourself, download the PDF, find TopJuan Technologies Corporation and check that the name in the app’s legal notice matches. Note the difference between the company (TopJuan) and the app (TopWallet); a scam clone would use a similar name but a different developer. The iOS listing names the developer as “Topjuan tech”, so check that the developer name on any download page matches. What has been reported, and when

The public record on TopWallet is short enough to list. These are the dated items we could verify, drawn from the BSP list, the App Store and two BitPinas reports: one on the DvCode partnership and one on TopJuan’s denial.

1. 17 Jun 2025DvCode partnership

   BitPinas reported that Web3 firm DvCode would integrate TopWallet into its software-as-a-service offering, with QR Ph support and access to fiat and digital asset services under BSP oversight. The report mentions higher monthly and annual limits approved by the BSP, without figures.

2. Jun 2025TopJuan denies link to defunct schemes

   BitPinas reported that TopJuan denied involvement in StableSwap and The Privilege Club, saying earlier talks with a person tied to them were early stage and never executed. The schemes are reported to have collapsed with large sums missing.

   The most recent version date shown on the App Store listing we read. The listing shows six ratings averaging 5.0.

4. 15 Jul 2026BSP list confirms TopJuan

   TopJuan Technologies Corporation appears among the active non-bank VASPs.

On the second item, read it carefully. TopJuan said it had no active or direct participation in the schemes; we found no regulator finding against TopJuan, and the BitPinas piece is a report of the company’s statement, not a ruling. The relevance for you is limited but real: if anyone pitches a high-yield “stablecoin” product and mentions TopWallet or TopJuan as the licensed partner, the licence covers TopWallet’s regulated services, not the pitch. What the app offers, and what we could not confirm

Company descriptions say TopWallet has more than 6,000 cash-in and cash-out centres and 2,000 accredited billers nationwide, works with the major mobile networks, supports QR Ph for payments across banks and e-wallets, and links to a marketplace called Juan’s TopShop. Pro accounts need a government ID and a selfie. Those are marketing figures from the company and the store page; we could not audit them.

The iOS listing for the Philippines showed six ratings on our check. That is too few to say anything about quality, in either direction. The Google Play page would give a bigger sample, but our reader could not load it. A search-result snippet suggested a rating of about 4.6 stars and more than 1,000 downloads, which we mark as unverified; look at the live page yourself.

Fees and limits: what to check before depositing

No fee table for crypto is published on the pages we read, so there is nothing to quote. That is the single biggest reason for the score. Do this before you put in more than pocket money.

First, open the app and find the crypto section. If you cannot find one, TopWallet may be only the e-money product for you, and your crypto route is elsewhere. Second, screenshot the coin list, network options and fee page. Third, compare the buy price for a coin with the same coin on a bigger app in the same minute; the gap is your real cost, and our exchange fees guide shows how to calculate it. Fourth, read the deposit and withdrawal limits at your verification level, including monthly and yearly caps, because the BSP-approved increases are not itemised. Fifth, run a full loop with a small amount, cash-in, buy, sell and cash-out, and note how long each step takes and what it costs.

Cash-in is one place where TopWallet may actually help. If the claimed network of more than 6,000 centres is accurate and includes counters near you, it could be a way to put cash into a licensed wallet. Ask the app which partners apply and what each charges, since we found no list.

How it compares with bigger apps

On the things most readers care about (buy crypto in pesos, understand the cost, cash out), the larger licensed apps are simply ahead. Maya publishes a coin list and lets you start from ₱1. GCash GCrypto is the simplest for beginners. PDAX has an order book and published cash-out fees. For cash in hand there is Moneybees. Among the other small licensed apps, DOPAY has similar gaps in public information, though its site does at least say it offers 20+ coins.

TopWallet’s edge, if any, is the payments side: bills, load, QR Ph and a wide cash network in a single licensed wallet. If that is what you need and crypto is a bonus, it earns a test account.

Who TopWallet suits

It suits people who want a regulated payments wallet and are curious about the crypto add-on, who are comfortable testing with small amounts, and who will read the in-app fee and limit pages before funding.
