DOPAY review: licensed and small, with a lot left to verify

DOPAY is a peso wallet with crypto trading, run by a company that appears on the BSP’s VASP list. Almost everything else, from fees to limits, is thinly documented in public, so this review says plainly what we could and could not confirm.

Our DOPAY review comes down to this: DOPAY, run by WIBS PHP, Inc., is a legitimate-looking BSP-licensed virtual asset service provider with an e-wallet that says it trades more than 20 cryptocurrencies, but its fees, limits and coin list are not clearly published and its public footprint is tiny. We score it 6.6/10.

Most of our reviews rest on fee pages, help centres and app-store data. For DOPAY those sources are thin, and we would rather show you the gap than fill it with guesses. Everything below comes from the BSP’s list, DOPAY’s own website and the company’s public pages, read on 29 September 2026, plus the iOS listing snapshot from 28 September. We did not open an account, deposit money or test a withdrawal. If you want an app with published numbers, our list of the best crypto exchanges in the Philippines is the better starting point; this page is for people who have already come across DOPAY and want a straight assessment.

Verdict: worth watching, not yet worth a large deposit

A licence is the hardest thing to fake and the most valuable thing to have, and DOPAY has one on paper. That earns it a place in our ranking. But a licence does not tell you whether the app is pleasant, whether withdrawals are quick or whether the price is fair. On those questions we have almost nothing, and neither does anyone else in public: the iOS listing for the Philippines showed one rating on 28 September 2026, and we found no independent user reviews.

So the sensible position is cautious interest. If you already use bigger apps and are curious, open DOPAY with a small amount, test the whole loop (deposit, buy, sell, withdraw) and scale up only if it works. If you are buying crypto for the first time, use a platform where fees and limits are documented. The scoring weights are explained on our how we rate exchanges page; DOPAY loses most of its points on cost transparency and track record, not on licence.

Licence: what we confirmed and how you can check

We downloaded the BSP’s list of virtual asset service providers, headed “As of 15 July 2026”. WIBS PHP, Inc. is the sixth entry under active non-bank VASPs, with an address at 23F Tower 6789, Ayala Avenue, Bel-Air, Makati. That matches the address on dopay.ph. It is one of only nine entities on the list, and because the BSP froze new VASP licences indefinitely from September 2025, it is not a status a newcomer can obtain today.

DOPAY’s own company site says WIBS PHP was founded on 26 October 2018 and offers two products: “DOPAY for E-Money”, described as an electronic payment service, and “DOPAY for VASP”, described as a virtual currency exchange. It states that both are authorised by the BSP, so the company presents itself as holding an e-money issuer licence too. The BSP VASP entry we verified; the e-money claim we did not, and you can check it against the BSP’s separate list of e-money issuers.

One caution. A DOPAY article from 11 May 2026 explains the BSP licensing regime and the moratorium, but it does not say when DOPAY itself was licensed, and we could not find the date. A search summary we saw also claimed DOPAY has an SEC registration under the crypto-asset service provider rules; the article did not say that, and we found no public SEC register to check it against. You can repeat our check in two minutes: open the PDF, find “WIBS PHP, Inc.”, confirm the Makati address, and compare it with the company details in the app’s settings and footer. If the names do not match, stop.

What DOPAY actually is

The DOPAY website describes an all-in-one app: an e-wallet for payments and transfers, crypto buying and selling with “20+” coins, and remittance using blockchain rails aimed at overseas Filipino workers. Its VASP product page describes a five-step flow that is closer to an exchange than to a one-tap buy button: create an account, deposit into a peso wallet, tap Trade, enter a price and a quantity, and place the order. Deposits are described as bank transfers. That suggests a limit-order style screen, which suits people who like to set their own price and confuses people who expect an instant “buy” button. We could not test it.

The same page says the app was in soft launch, on Android only. It has no date, and the iOS Philippines listing has since appeared, so the wording is out of date. That itself tells you something: this is a young product whose public pages have not kept pace.

Fees: the one number we found, and what it does not tell you

A DOPAY blog post from 10 July 2026 says the platform charges 0.07% of the transaction on conversions from pesos to USDC, or from other crypto into USDC, and that transfers between DOPAY accounts are free. If that is accurate, it is low. For comparison, Maya and GCash build their margin into the price and publish no percentage, while CEX.IO’s spot fee starts at 0.25%. But the post is marketing copy inside a wider article on bank-transfer fees. It is not a fee table, it does not cover other coins, and it says nothing about deposit, withdrawal or spread costs.

That last item matters most. A low commission can sit on top of a wide difference between the buy and sell price, which is the real cost of a small platform with thin liquidity. We have no spread measurement for DOPAY. Before you rely on 0.07%, do your own test: check the live price of USDC or USDT in a bigger app, note DOPAY’s buy and sell prices for the same amount in the same minute, and work out the round-trip cost. What to check in the app before you deposit

With a platform this new, the app itself is your due diligence. Use this order.

  1. Find the fee page and screenshot it

    Look under settings, help or the trade screen for a fee table covering trading, deposit and withdrawal. If none exists, ask support in writing and keep the reply.

  2. Read the limits for your verification level

    Note daily and monthly caps for deposits, trades and withdrawals, and what documents raise them. Do this before you fund the wallet, not after.

  3. Check the exact coin and network

    Confirm the coin you want is listed, and which network is used for deposits and withdrawals. The website does not name the coins.

  4. Confirm the withdrawal path

    Find out whether you can send coins to an external wallet, cash out to a bank by InstaPay or PESONet, or both, and what each costs.

  5. Start with a test amount

    Deposit a small sum, trade, then withdraw it to your bank. Only after a full round trip should you add more.

Track record and support

This is where DOPAY is weakest. The iOS Philippines app, DOPAY.PH, showed one rating on 28 September 2026. One rating tells you nothing about quality, and the Google Play listing exists but we could not load its rating or download count. Support runs through a help centre on the Zendesk platform, with categories for account and verification, top-ups, withdrawals, cryptocurrency and remittance. Our automated reader was blocked from it, so we cannot say how detailed it is. The website lists a Makati phone line, and the BSP list carries different contact details for the company. Use those official channels if something goes wrong, and keep screenshots.

It is fair to remember that a low count of reviews is normal for a newly launched app and is not evidence of a problem. But it means you would be one of the first to find any bugs, so budget for that.

How DOPAY compares with the bigger apps

Coins.ph, Maya and PDAX are all on the same BSP list and have far larger user bases and published fee pages. Maya lets you buy from ₱1 inside a wallet many Filipinos already use. PDAX offers an order book with published cash-out fees and OTC desks. GCash GCrypto is the easiest for beginners because it sits inside GCash. Banks such as GoTyme and UnionBank add a bank layer. Among the small licensed players, Moneybees is a cash counter rather than a wallet, and TopWallet is another wallet with thin public data.

DOPAY’s selling points, if they hold up, are a peso wallet and crypto in one place, a possibly low commission on stablecoin conversions and remittance features for families who receive money from abroad. Its drawbacks are the absence of evidence. That is why we place it near the bottom of the ranking, above only TopWallet, despite a licence that many unregulated competitors would envy.

It does not suit first-time buyers, anyone who needs a guaranteed same-day cash-out, or anyone who wants to store more than they can afford to have tied up while they test withdrawals.
